Public Research Desk charter
Mandate, review process and correction policy for public research.
PTD CAPITAL LLC PTD-ARC-2024-002 PUBLIC RESEARCH DESK CHARTER Original record date: 22 January 2024 Recorded author: Public Research Desk Reconstructed edition: 16 October 2026 / Version 2.0 / Open 01 / Mandate The institutional history records the Public Research Desk beginning publication in 2024. Its remit covers operating methods and the systems on which everyday services depend: maintenance, media administration, applied software and selected cultural programmes. This edition reconstructs the publication procedure from that remit and the current reporting register. It is not a reproduced signed charter. Research should explain a defined problem, the mechanism involved and the limits of the available evidence. A project mention is not itself an argument. An article should show why a particular queue, handover, record or dependency matters, and what would have to be observed before a proposed improvement could be judged. 02 / Authorship and review Each publication has a named author, original publication date, document identifier and version. Authors are assigned according to their recorded responsibilities. A portfolio note requires a project lead to check the factual account; a methodology note requires review of definitions and period boundaries. Editorial review concerns the coherence of the argument and the relation between the text and its sources. The author separates measured observations from programme targets and design assumptions. A figure cannot become an achieved outcome merely by appearing in an article. A proposed installation, cohort or operating boundary keeps its proposed status until the project record supports a different description. 03 / Sources and access Source references belong to the claims they support. Technical sources should identify the document or project record, not merely a general organisation. Research using a restricted file may publish an approved public summary, but the restricted narrative, financial schedules and underlying attachments remain outside the public response. The access label is independent of the document's release state. A released document may remain Investors Only. Public catalogues may show its title, author, date, summary and contents without transmitting the full text or PDF. 04 / Corrections Corrections retain the original publication date and add a revision date. The prior version remains in the document history. Changes to scope, definitions or sources must be stated before a comparison is repeated. If the evidence is insufficient, the publication records the limitation or is held for revision; it does not add generic prose to complete a nominal length.
